How to Remove Townies in The Sims
The Sims 2 for PC has pre-made characters developed through the creators, Maxis. These pre-made characters are called townies and can interact with player-made characters. The townies can be deleted from the game, if a player chooses, through computer files.

Create a new neighborhood in the title screen. This can be done by clicking on the arrow to bypass the pre-made Maxis neighborhood, going to the Create New Neighborhood button. Name the neighborhood and choose the terrain type. You also can add a description.

Exit the game after creating the neighborhood. Access your computer files by clicking on the start menu and go to My Documents\EA Games\The Sims 2\Neighborhood\N00x folder. The "x" is the number of the neighborhood that was just created. If this is the first neighborhood created in the game, the number usually is 4. Delete the contents of the character folder without deleting the folder.

Start the game again and locate your neighborhood. Create new characters or family. After creating all the characters for the family, move the family into a lot. This lot can be a pre-made house or empty. Press Control-Shift-C using the keyboard to access a cheat box. Type inside cheat box: "boolProp testingCheatsEnabled true", then press enter. Next, while holding the Shift key down, click on the Mailbox. In the list of options, click on Debug-Create NPC (non player controlled) and select yes when the game asks a question. Do not click the townie option. The game then will slow as it creates new characters. A portrait of the new characters will come up when the game is finished creating. Do not restart the computer or turn off the game while it is creating the new characters.

Press the shift key again and hold while clicking on the mailbox again to access the options. Click on Debug-Create Townies. The game will become slow and begin to pause. This step might take an extended period of time. Once it is finished, the characters will be custom-created in the custom neighborhood for the player to play the game. The player can then play the game, save or quit until a later time.
