Download and install banner Maker Pro.The software comes with a free 15 day trial, so you can check it out before you buy it.

Decide what size you'd like your banner to be. A typical banner size, especially if you want other websites to display your banner, is 468-by-60. This gives you room to create a decent flashing banner without taking up too much valuable real estate on someone else's website. If the banner is for your own website, add a little to the height.

Open Banner Maker and choose "New" from the "File" menu. The software presents you with a dialogue box asking you to select the size of your banner. You can go with the typical size or one of several other pre determined sizes, or you can create a custom size. Once you've selected your banner size, Banner Maker Pro will give you a blank document template.

Use the text insertion tool to write any text you want for your banner. You can add graphics using the "Insert" menu too. Banner Maker Pro reads all the popular graphics formats.

Apply transparency and background effects to your banner, using the effects toolbar. From the "Animation" menu, you can set the speed of your animation. Refrain from making your banner flash too quickly. This can be more annoying than anything else, and may result in visitors ignoring your banner altogether.

Save your finished flashing banner as a GIF or JPEG. You can also use the "Save" menu to generate the HTML code you will need to display the flashing banner on your website. It could not be easier to make high-quality custom flashing banners.
