How to Use a Grommet
A grommet is a ring of metal that is used to reinforce a hole punched in a fabric. For example, many shoes with laces have grommets around the lace holes. The easiest way to use a grommet is to purchase a grommet-setting kit that includes a hammer punch tool. Use the fabric hole punch to make a hole in the fabric.

Push the grommet through the hole in the fabric so that it is slightly below the surface.

Lay the fabric, with the grommet beneath it, on the metal disk from the kit. The grommet should fit easily into the groove at the top of the disk.

Put the washer on top of the hole, so that the grommet and the washer form two sides of a "sandwich."

Insert the thin tongue of the setting tool into the washer so that it slides through the washer, hole and grommet.

Hammer the top of the setting tool with the rubber mallet several times until the grommet and the washer are attached securely.

Tips & Warnings
For an easier, albeit more expensive, method of setting grommets, consider buying an attaching machine made specifically for grommets. Only take this step if you intend to set many grommets over a long period of time.
Before cutting the hole, ensure that you will be cutting the precise point desired. Make sure that all pieces are lined up correctly before hammering.
