How to Watch TV in Ubuntu
TV Time is a Linux application that, when used with a TV capture card, will allow you to watch television through your computer. It is available through the Ubuntu Package Manager as well as through the TV Time website. Its features include fully interlaced video, widescreen support and fine tuning for video game consoles. It is designed only for viewing television, and there is no video recording option available. However, it can be used in conjunction with external DVR devices, as well as DVD players and VCRs.

Download and install TVTime (see link in References). You can do this through the Synaptic Package Manager or with the command "sudo apt-get install tvtime." Choose your television encoding system and your type of broadcast.

Start TVTime. It will be found under Applications > Multimedia. Click the right mouse button or push "Tab" when TVTime enters the Configuration Menu.

Change any configuration options that pertain to your TV card, including input source and horizontal resolution. Use your up/down arrow keys or the number keys to change channels.
