Step 1
First, to help the hair grow more slowly, you should let it grow long once in a while. Giving the hair time to grow out more thoroughly has benefits that you can reap later, even though it seems like a counter-productive solution in the short term.
Once a month, or once every two months, let your hair grow for a week or more without shaving. Then when you do shave again, the hair will grow back more slowly. Giving your legs a break keeps the skin healthier too. -

Next, always apply moisturizer to your legs after a shower and before you go to bed, regardless of whether or not you have shaved that day. If you live in an arid climate, choose an oil or petroleum based lotion for your skin. And don't forget the knees!

Keep in mind that hormones can affect body hair growth. If you feel that you are more hairy than usual--on your legs, arms, face, etc.--then you should see a doctor to check for a hormone imbalance.

Try alternative methods of removing leg hair. Waxing, plucking, and hair dissolving chemicals have longer lasting effects than shaving. Women with fine hair can also use buffing devices to rub off the leg hair.
