Step 1
The first thing you will want to do is determine where you want to knife. You should choose a server that isn't too slow (ping over 100 is going to make things much more difficult, but it is possible), allows you to do any movement and perk,and that has a steady supply of players.
As a sidenote - there are servers that have knife only rules. These are the ultimate knifing places and should be sought out if you want to be a master at knifing. -
Step 2
Create a Class View of Perks and WeaponsNext, you should choose your perks as follows - Bomb Squad (to see any claymores that may get in your way), UAV jammer (so nobody knows where you are), and Dead Silience (So you are rarely heard - picking up ammo or falling) or Extreme Conditioning (So you can run and chase people down).

Step 3
The next step is to switch your knife button from "V" to either your mouse wheel or a sidebutton on your mouse (like mine) or to some location that is very easily accesible. Most people haven't changed their knife button and when you get in close to others, they will panic and will be a much easier target.
This will complete your setup of your knife class or profile.
You may also put in commands into the console to minimize lag and increase your fps(frames per second). This isn't necessary and isn't covered here. -
Step 4
The best strategy to do while knifing is to hide. If you hide, nobody knows where you are and you can surprise them. Make use of your crouching and prone. Sometimes prone people look like dead people.
Always keep your eyes open and listening. Most people do not use dead silience and are therefore loud. Do your best to tell where noises are coming from. You never know when you are being snuck up on.
Always get in close to people. They'll panic.
If you are out in the open and someone sees you, do your best to dodge them. Most people are mediocre shots and a few zig zags and a jump will make it harder for them.
A strategy that I do is to anticipate how people perceive you. If you run around a corner, they'll expect you to keep running away or be around the corner waiting. What I generally do is to turn back around, wait until I think he is just around the corner too and then turn the corner and spring my knife on him. Nobody expects someone to turn around and come at them again.
All in all, do the unexpected and be as quiet as you can about it.
