1
Get your paperwork together for the local Public Housing Agency. Typical required paperwork includes recent pay stubs, Social Security cards and birth certificates for the applicant and his or her dependents.
-
2
Locate your nearest Public Housing Agency, usually a state or municipal agency that distributes the government funds. The official HUD website at HUD.gov has information on how to find your nearest housing office.

3
Be prepared to wait. Demand for public housing exceeds the availability of funds and waits can be months or years. In some cases, the housing office you contact may be able to locate emergency housing for you if you are homeless.
-
4
Keep in constant contact with your local housing office. The agency's staff may know of other programs available to low-income people. There are programs for renters and buyers for apartments, houses and duplexes.

You may also qualify for assistance from Habitat for Humanity. Check out their site at Habitat.org to apply. In order to qualify, a committee will evaluate the need of the potential homeowners, whether the applicant is willing to donate their time to help build other houses, and the person's ability to repay the loan for the house.
