1
Wash your jeans. If you are worried about fading, turn the jeans inside out and wash alone or with no more than three other pairs of jeans. Set the water temperature to hot, and add a pre-soak to allow the fabric some extra time to sit in the heat. Allow the cycle to finish as usual.

2
Transfer your clean jeans into the dryer. Set the cycle to a hot drying temperature, and make sure that you set your dryer for enough time to shrink your jeans. This means a half-hour cycle is not ideal, but an hour should do the trick. Depending on how snug you want your skinny jeans, you can adjust the time accordingly.

Remove your jeans from the dryer and try them on. Remember that your jeans will stretch, so if they feel extra tight, wear them for a few hours around the house.
-
4
Maintain your skinny jeans by repeating a hot wash and dry as needed. If you still need a tighter fit in your skinny jeans, take them to a tailor for alteration. Your tailor will measure you and adjust the seams on your pants as needed.

Tips & Warnings
Permanently altering the jeans can adjust the fit, but be sure to keep a careful watch to avoid shrinking the jeans to a size that no longer fits.
