1
Pull up the existing carpet. The corner of the existing carpet is usually attached to a thin piece of wood, you may need to pry the edge up with the putty knife. Once you have an edge free, pull the carpet back slowly to prevent damage to the carpet, if you intend on replacing the same carpet; the carpet padding should still be attached to the floor. Roll up the carpet and remove it from the area.

2
Remove staples (usually only placed along corners and at the edges where pieces of carpeting and padding meet) using the pliers to prevent bumps and rough spots from developing in the new pads and carpet.

3
Begin removing the carpet padding or the section of padding by cutting out strips with the utility knife. Because the padding is attached to the floor with adhesive or double-sided tape, it will be difficult to remove. You will probably have to tear it off in pieces and scrape up remnants of the padding and the adhesive with the putty knife.

4
Sweep the area when you have removed as much of the padding and adhesive as you can. Soak stubborn spots with water and adhesive solvent, then mop and disinfect the bare floor to remove odors and kill mold and mildew. Allow the floor to dry before continuing.

5
Cut the new pieces of padding to fit, using the utility knife; you may wish to wear the dust mask at this time to prevent particles of the padding from getting in your mouth, nose or throat. Cover the bottom side of the padding with the double-sided tape or carpeting adhesive and begin adhering it to the cleaned floor.

6
Bring the carpet back into the room and roll it back out into place. Use the staple gun and staple the carpeting down along the edges of the room, along corners; do not staple in front of door ways, you don't want to find the tops of the staples later with your feet, although it may not result in a cut, it still will not feel very nice.

Tips & Warnings
You may need to use a Shop Vac to clean up after removing the carpet padding as you may be unfortunate enough to find a gooey, wet mess underneath the carpet and padding.
