How to Block Access to All Websites
Blocking access to the entire World Wide Web is a drastic move, but it may be necessary if you want to keep your kids offline or you don't want your employees playing online games when they're supposed to be working. There are a number of methods to do this, and which one you choose depends on how much flexibility you need.

Open the Start menu in windows, click "Control Panel," then "Hardware," then "Device Manager." A window will appear listing all the types of hardware your system uses.

Select "Modems." Your particular modem model should appear directly below; click on it. In the top toolbar, click on the "Disable" button (hover your mouse over each button to see what they do).

Repeat the above step with "Network Adapters" and anything else with "Network," "Connections" or "Internet" in the title. This will disable all the hardware that connects your computer to the Web. Most likely, whomever you're trying to keep off won't know how to undo this, so whenever you want to go back on the Web, simply go back into the Device Manager, click on the appropriate pieces of hardware and click on "Enable" in the top toolbar.

Unplug your modem (the small machine with five or six flashing lights on it) if you're not satisfied that the Web is sufficiently blocked yet. Take note of which wires it hooks up to, and then hide it in a safe place. When you want to use the Web yourself, recover the modem and plug it back in. Depending on your setup, this will probably work in an office as well as a home.

Cancel your Internet subscription if the above methods are still not secure enough for your tastes.
Block Access for One User With Windows Vista

Go to the Start menu, then "Control Panel," then "User Accounts," then "Parental Controls."

Click once on the user account that you want to block, or click "Create a New User Account" at the bottom of the screen.

Select "On, Enforce Current Settings" under "Parental Controls." To the right, an option will be listed called "Web Restrictions"; click the link next to it.

Select "Block Some Websites or Content" at the top of the window. Then check off "Only Allow Websites Which Are on the Allow List." By default, the allow list is empty, so this will prohibit the user from accessing any website at all.

Tips & Warnings
To block Internet access in an office using a wireless network, simply unplug the wireless router (another small machine with flashing lights, although this time it will have a small antenna attached). However, if there is any other unsecured wireless network in range, employees can simply connect to that one instead.
