Determine whether the timing is right to start tomato seeds outdoors. Plant them after the final frost and when temperatures do not drop below 55 degrees Fahrenheit during the evening hours.

Put together a starter mix for your tomato plants with water. The starter mix can be purchased at any local nursery and will consist of soil and nutrients for the tomato plants. Add enough water to the mix to moisten it.

Choose a warm and sunny place for the tomato seeds. Tomato seeds will thrive in warm conditions and 14 to 16 hours a day of sun exposure.

Plant each tomato seed a quarter of an inch deep in soil. Cover the seeds with the moistened starter mix.
