How to Fix a Microsoft Windows XP Shut Down Hang Up
Computers can be an annoyance when the software isn't working right. The Windows XP operating system is a very complex program that must smoothly integrate with hundreds of other software applications. If just one setting gets out of whack, it could cause various problems, including your computer freezing during the shutdown routine. If your computer hangs, displaying a message such as "Windows is Shutting Down" or "Windows is Logging Off" indefinitely, you may be able to resolve the issue with a few basic troubleshooting tips.

Click on the Windows "Start" button in the lower left corner of your desktop.

Right-click on "My Computer" and select "Properties."

Select "Advanced." In the Start up and Recovery section, click "Settings."

Enter “1” in the box next to "Time to display list of operating systems." Also enter "1" in the box next to "Time to display recovery options when needed.” Click "OK" twice to exit from the Windows menu system.

Restart your computer. The long delay in logging off, shutting down or restarting should no longer occur.
