Step 1
Open a new document that is the size of each grid square. Divide the horizontal size of the final grid by the number of squares in the grid to determine the size of each square. For example, if you want 10 squares in your grid and the document is 640 pixels wide, open a document that is 64 x 64 pixels (640/10=64).

Fill the square with background color for grid. Select the color from the "Color Picker." Then, select the "Paint Bucket" tool and click inside the square.

Press "Control+A" on a PC or "Command+A" on a Mac to select the entire square. Press right and down arrow keys one time to deselect one pixel from the left side and one pixel from the top of the square. If you want to have thicker lines, you can press the arrow keys multiple times to increase the numbers of pixels that you deselect.

Select "Select>Inverse" to select the portion that you just deselected. Fill this selection with the line colors for your grid. Select the color from the "Color Picker." Then, select the "Paint Bucket" tool and click inside the selection.

Select the entire square again and define it as a pattern. With the square selected, select "Edit>Define Pattern..." Name the pattern "Grid" or another descriptive name so that you can find it later.

Open a new document that is the size you want for your grid.

Fill the document with the grid. Select the "Paint Bucket" tool. In the "set source for fill" drop down box select "Pattern." Note that it will probably say "foreground" by default. Select the grid pattern from the pattern drop down box. Click inside the new document to create the grid.
Alternatively, you can select "Image>fill" from the menu. Change the "Use:" drop down box to pattern. Then, select your grid pattern from the "Custom Pattern:" drop down box.
