How to Create a Whitelist in Outlook Express
An email whitelist is the opposite of a blacklist. While a blacklist lets all emails through except those that have been blocked, a whitelist only accepts emails that are on a list of approved addresses. This feature is available in Microsoft's email program Outlook Express. It's a great choice for people who only want to receive emails from a handful of individuals.

Open Outlook Express. Go to the "Tools" menu and "Message Rules." Click the "Mail..." button.

Choose the "New..." button. This will take you to the "New Mail Rule" screen, where you can set new mailing rules for your account.

Mark off the "Where the From line contains people" box in the first list.

Mark off the "Delete it" box in the list of actions, which will cause all non-approved emails to be deleted. If you would like to send them to a separate folder instead of deleting them, mark off the "Move it to the specified folder" box.

Click the highlighted words "contains people" in the third box. This will open the "Select people" window, which will function as your whitelist. Enter the email addresses that you want to receive.

Click the "Options..." button in the "Select People" screen when you've finished entering email addresses. Click the "Message does not contain the people below" button, and the "Message matches any one of the people below" button. Click "OK."

Tips & Warnings
If you're worried about an important email getting deleted accidentally, set the whitelist to simply move the emails to a separate folder that you can check at your convenience. You can also whitelist all emails from a certain domain. For example, if you want to receive any email that PayPal sends, you would simply enter "PayPal.com" on the "Select People" screen.
