Click Start>Run. Type "regedit" without the quotes.

Navigate to the following folder:
HKEY_CURRENT_USER>Software>Microsoft>Windows>CurrentVersion>Explorer>Advanced -

Right-click the right window pane and select New>DWORD VALUE. Name the value EnableBalloonTips.

Double-click EnableBalloonTips. Type 0 in the value box.

Close the registry editor and restart Windows for the changes to take effect.
