Size is step one. This can be determined and limited by many things. It will be easier to build if you choose the counter top and the block size first. There are many ready made counter tops so pick one that will match your blocks. Number of blocks in course should equal a little smaller than the counter top.

Here you should decide about your plumbing and electrical. You can hire a pro or do it yourself depending on your skill level. Then you will have to build your bar around the utilities.. The plumbing can be brought a few feet above floor level with cut offs, than the sink can be attached later. For the electrical just bring out about four or five feet of wire so you can dress it up and attach it to the bar where needed. If a total glass bar just install an outlet in the floor. If you are putting your unit against the wall try to place it where there is an existing electrical receptacle. Don't panic about hot and cold being backwards. You can use flexible connectors and correct as you install sink.

You could also have the glass visible on the sides depending on your skill level and the visibility of the sides in the room. Remember you are matching size to the counter top you previously picked out. The block can cut the size of the inside so make sure you leave room for plumbing and electrical if desired.

If you build it with all glass and no framing I will assume you are very brave or a good mason. The next step is plumbing and electrical finish.
If you want colored lighting there are many types of lamps that could just be placed on the shelf instead of a lot of wiring of permanent lights. I have seen old fashioned revolving Christmas tree lights like they used with aluminum trees placed on the floor inside a glass bar. -

The counter top can be caulked in place with adhesive caulk. Then just attach your sink to the pipes and check for leaks. The person at the "Big Store" will be glad to help you find all the necessary fittings.
For the electrical for something like this I always use a fused multi strip. You can attach it to one of the shelves. You can now notch your shelves to fit around the pipes. - 8
