Choose glass containers. For an informal cookout or barbeque, choose wide-mouth canning jars. Use glass vases or small bowls for a more formal occasion, such as a wedding. For a beach party or luau, buy inexpensive glass fishbowls.

Choose sand and decorative rocks to match the décor. For a wedding, use pure white sand and clear quartz crystal rocks, or coordinate the rocks and sand with the wedding colors. For an Independence Day picnic, use red and blue rocks with white sand. Orange sand with black rocks will work well for a Halloween party. Use blue and green rocks or sand for a beach-themed party and add a few shells.

Dye the sand if you can't find the color you want. Fill large paper cups half full of any light-colored sand and then add water to cover. Add a few drops of the desired shade of food coloring and stir. Allow the sand to soak for 30 minutes, and then pour off the water. Spread the sand out on cookie sheets covered with paper towels until it is dry.

Assemble the glass tea lights. Fill the glass containers with a few inches of sand. You can either mix the rocks in with the sand or arrange them on top. Nestle a tea light candle down into the center of each container. Be careful not to get sand in the candle; this might make it difficult to burn. Optionally, you can fill the container with clear or colored water and float the tea lights on top. If you are not using water, consider using flameless, battery-powered tea lights to avoid a possible fire hazard.

Place the glass tea light containers in a safe place. Use these decorations as table centerpieces or to line porch railings or walkways.
