Step 1
Place whimsical magnets around the border of the bulletin board. Cartoon characters are especially popular among children, but you can also put up magnets shaped like letters of the alphabet or inspirational quotes, animals, maps of famous locations, fruits and vegetables and other objects.

Step 2
Section off a small part of the bulletin board for students to draw on with chalk or markers. Students can also pin up their personal drawings for the rest of the class to admire. Invite a new student to showcase a new piece of art every week. This will keep the bulletin board looking festive while also giving the students confidence and pride in their artistic abilities.

Step 3
Trim the border with ribbons in the school's colors. This will inspire school spirit, while simultaneously making a plain bulletin board look more festive.

Step 4
Have the students make cardboard cutouts that they place around the perimeter of the bulletin board. Pick a theme (for instance, floral, nautical, patriotic, geographical), and supply the kids with construction paper and other supplies to create cutouts to fit the theme. Then glue or pin the cutouts all around the border.

Step 5
Make a collage using photographs of the students working in the classroom, during various field trips or playing outside during recess breaks. Encourage the children to bring in photos (with permission from their parents, of course) to put up on the bulletin board. For a more decorative touch, you could have the children create colorful paper "frames" for their photos.
