If your optical mouse, or laser mouse, is not tracking properly or at all, there are several main possibilities. First, verify that the mouse is plugged in properly by unplugging it from your IBM Aptiva and then plugging it back in. If the laser is not on and no light is coming from the bottom of the mouse, the cable may be faulty. Second, verify that there are no obstructions in the way of the laser, which can also cause tracking inaccuracies.

Similar to the optical mouse, first test the cable on your mechanical mouse by unplugging it from your IBM Aptiva and plugging it back in.
