For traditional shopping, most any home improvement or hardware store, as well as most pharmacies, will carry the basic foam and silicone earplugs and many will carry ear muffs, as well. For noise-cancellation headphones, your best bet will be a personal electronics store like Best Buy, or department stores like Target, Wal-Mart and others.
