Launch the Microsoft Publisher 2000 software.

Click once on the "View" drop-down menu. Select the "Toolbars" option.

Click once on the "Formatting" option. A check mark will appear next to it, and the Formatting toolbar will launch.

Move the Formatting to a location on the window that is most convenient for you to find. Click once on the blue title bar on the menu, and drag it to your desired location while holding down the mouse button. While any toolbar can be moved to a secured horizontal and vertical location around the borders of the Publisher window, it can also be moved to float inside the window around the document itself.
