1
Decide what type of fabric you want to use for the ruffles. Lace or polyester are good choices. You will be alternating these fabrics in strips on the underwear front and back, so buy a yard of each to make sure you have enough.

2
Cut out at least ten strips of the white fabric, making each strip 1 inch wide, and 12 to 15 inches long (depending on size of underwear). Repeat this procedure with the black fabric.

3
Attach the black & white strips to the underwear, starting on the backside about 3 inches up from the crotch area. Start with the black material. Trim the strip to fit the back of the underwear. Sew it with small stitches along the top edge of the black strip.

Take a white strip and lay it above the black strip so that the white material lies almost halfway over the black ruffle. Trim it to fit the back of the panties. Sew it with small stitches along the top edge of the white strip. Repeat this procedure until the back of the panties are covered with overlapping black & white ruffles.

5
Repeat this procedure on the front of the panties, if desired. Lay the first ruffle a couple inches above the crotch area and proceed with the last ruffle along the top edge of the front of the panties.
