Step 1
Search for an eyeshadow that is the exact kind of blue you want to wear. Take the finish into consideration as well. You may wish to wear light reflective eye makeup for instance, in which case you would choose a shimmery, frosty or metallic blue eyeshadow. Rim your brown eyes with the blue eyeshadow. Use a small stiff angled brush for precision or a small eyeshadow brush with a flat head for a somewhat heavier effect. Apply the color around your lashes and stop there if you want subtle drama, or have mature skin and don't want to overwhelm any wrinkles on your eye area with the dramatic color. Lay the color down until the crease on your upper eyelid if you want a more striking look. Buff away hard edges in your blue eyeshadow with a fluffy eyeshadow brush. This creates an attractive, somewhat smoky effect.

Give your blue eyeshadow some structure by working a creamy black eyeliner into the base of your lash lines. This will bring out the shape of your eyes. You aren't drawing on a line so much as making your lashes appear thicker. Apply the eyeliner to only your top lash lines, or smudge some into your bottom lash lines as well if you are going for a more dramatic look. Begin at the outer corners of your lower lash lines, stopping about halfway on your way to the inner corners in order to avoid making your eyes appear smaller. Soften any harsh or jagged edges in your liner application with a cotton swab.

Cap off your blue eyeshadow application by blending a sheer highlighter on your browbones and on the inner corners of your eyes, by the bridge of your nose. This adds polish, texture and dimension to your eye makeup without drawing attention away from the blue shade framing your brown eyes.
