VALIDATE THE SOCIAL SECURITY NUMBER
Use ssnvalidator.com (or, if you prefer not to copy and paste, then scroll down on this page where you'll find the link you can click on) for this task. Before searching by social security number you must know if the number is actually valid.

FIND IN WHICH STATE THE PERSON LIVES OR LIVED BY THE SSN FIRST DIGITS
If you know the first digits of a persons social security number then you can find in which state they were born or were likely to have their first job. A list of SSN prefixes can be found on mrfa.org/ssn.htm (or, again, if you want a link scroll down on this page in the resources section.)

SEARCH BY SSN FOR FREE (only if the person is deceased)
Go to the Social Security Death Index website (link below in the resources section) and do a search by SSN. You should get information like birth date, death date, last residence and so on. HOWEVER, I doubt this is the only type of information you need (you probably want previous addresses, phone numbers, names of relatives and so on.) In that case, proceed to step 4.

GET CHEAP BACKGROUND CHECK REPORT by SSN (applies to living and deceased people)
To get more information that the ones in step 3 you must get a background report on that person. However, be very careful on this one because there are lots of scams out there. I would better deal with a large company with years of experience and hundreds of employees than a small one that started 2-3 years ago.
