Buy a Pool Cover Siphon Pump: One of the benefits of this little gadget (aside from using it to open your pool in the summertime) is that you can use it all year long to siphon off water which will give your pool cover itself a much longer life.
All you need to do is place the siphon on top of the cover and squeeze until the water begins to flow. It uses gravity to draw the water out so it automatically stops when the cover is drained and no electrical hook-up is required so you do not have to worry about getting shocked. A quick Google search shows that this item goes for about $24.99 on average. Quick and easy.

Make your own Siphon. Get yourself a decent sized hose or long tube. Stick one end in the water on the pool cover (be sure it is completely submerged). Take the other end of the hose and inhale briefly and sharply (but move quick - otherwise you'll get a mouthful). When the water starts flowing, place the hose down lower than the level of water (in other words, point the hose to the ground) and the water will continue to flow out on its own.

Start Bailing. If you do not have a siphon or hose available you can always use your trusty bucket to bail out enough water until you are able to physically lift the cover. Do not do use this technique however if you have an in-ground pool or if you can't safely reach the water without fear of toppling over. The last thing you want to do is get caught up in your pool cover and get trapped.

Tips & Warnings
Do not attempt to bail water if there is any chance you could fall onto the pool cover and get trapped.
