Step 1
Choose a theme for the party. Maybe your daughter likes Hannah Montana, Tinkerbell or race cars. Maybe her favorite sport is soccer or she loves Hawaiian flowers. Settle on a theme for the party and establish a color scheme. Making this choice limits excess spending on paper products and decorations.

Step 2
Plan the order of events for the party. Parties tend to follow a pattern that starts with greetings and moves to games, food, more games, cake, gift opening and departure. Divide your party area into sections. One area should be designated for the cake and gifts, another for eating and another area for games, if possible.

Choose decorations in colors that match your theme or your little girl's tastes. Crepe paper streamers provide excellent decorations without breaking the budget. Party stores offer a rainbow array of colors for every type of decoration.

Secure streamers to the corners of the main party room using tape or thumbtacks. Unroll two colors at once or just one color at a time, if you prefer. As you unroll the streamers, twist the roll. Make sure the streamers don't hang down to interfere with people's heads.
Place any banners or large decorations as a visual center.
String white or colored small lights around the room near the ceiling. This creates a special ambiance that frames the decorations in the room. -

Add a personal touch to the main party area by printing 8-by-10 pictures of the birthday onto plain white printer paper. Choose pictures to catalog her life. Mount these pictures on pieces of construction paper and place around the room as wall decorations.

Step 6
Create a beautiful, affordable centerpiece for the food and cake tables. Place six pieces of tissue paper in a stack and cut to an 8-by-8 size. Fold the tissue paper like an accordion and secure the center with the end of a pipe cleaner (your flower stem). Wiggle each successive piece of paper loose and pull it up to the center to form flower petals. Add your finished tissue paper flowers to a vase.

Tie balloons in bunches of three to chair backs and railings. Secure a few balloons with weights to your gift and cake table. Use balloons as centerpieces for tables by simply tying the balloon around an empty vase.

Spread out tablecloths and arrange plates, cups, silverware and napkins to complement your decorations.
