Step 1
Purchase the right eyeliner. In this case, you will need a black liquid eyeliner with a very fine point to help you line your eyes with utmost precision. Try CoverGirl's LineExact Liquid Liner in very black.

Prime your eyes with a cream concealer to cover up dark under-eye circles and other imperfections. A primer will also make it easier to put on the liner. Rub the concealer between fingers to soften it. Dab it onto your eyelids and under your eyes, and blend thoroughly. Try Benefit's Lemon Aid color correcting eyelid primer.

Step 3
Close one of your eyes, hold the skin taut from the outer corner of your eye, and slowly apply the liquid liner to the top lid. Ideally, the line should be about 3 mm thick. You may have to run the liner over your lid a few times to create a perfectly straight line. When you reach the outer edge of your eye, extend the liner a little further toward your temple creating a slight lift.

Step 4
Dip the liner back into the eyeliner liquid so you'll have more to apply on your bottom lid. Starting from the inner eye closest to the bridge of your nose, draw a thin line directly below your lower lashes as close to the edge of your eye as possible. Connect the line you made on your lower lid to your upper lid at the edges in the front and back of your eye.

Extend the liner slightly out toward the bridge of your nose. About 2 mm outward should be enough; don't make the line too long as it will look vulgar.

Step 6
Dampen a Q-tip and use it to remove any smudges left by the eyeliner. You can also use it to smooth out any irregular edges, making the liner look straighter and flawless.
