Step 1
After you collect all of the HMs, look to capture Wailord and Relicanth. Wailmer can be found on route 129, and evolves into Wailord at level 40. Relicanth is extremely rare, so it will take time to find it. It will be located in routes 124 and 126.

Step 2
After you capture Wailord and Relicanth, go to the Sealed Chamber, located in between the water currents of Pacificlog and Slateport (Routes 132-134). Fly to Pacificlog and swim southwest Its easy to get lost in the currents so when moving through the water currents, make sure you stay south. Stay south of the currents until you land on some land then continue to swim from the middle of the land and you will arrive to a dark spot in the water. Use dive to go underwater. One you go underwater, you need to go to the Braille engraved in the wall. It says "use dive here". Once you use dive, you will rise to a cave that has many tombs engraved with Brailles. Go the the last one and use dig. The wall will open up and go to the next room. At the last wall in the second room, place Wailord in front of your party and Relicanth last in your party, then click on it. An earthquake will appear, meaning that all three tombs of the legendary Regi's have opened.

Step 3
To get Regice, you have to head to Petalburg and go to route 105. Swim down route 105 until you see a cave with an opened door. Go into the cave and click on the Braille. Walk around the entire cave in a clockwise position, making sure that you stay aligned with the wall. The door will open afterwards. Regice will be at level 40 and with good statistics so be careful.
