Things You'll Need:
- Scissors
- Ruler
- Black felt (1/2 yard)
- Silver felt
- Craft glue
- Permanent market
- Elastic
- 4 small safety pins

Step 1
Cut two strips of black felt that are 16 inches long and 1/2 inch wide. Cut a third piece of black felt that's 12 inches long by 3 1/2 inch wide.

Cut a piece of silver felt that's 5 inches long by 2 1/2 inches wide.

Lay the 12-by-3 1/2 inch black felt flat on your work surface. Center the silver piece in the center of the black felt, so there is 1/2 inch of black felt showing above and below.

Step 4
Hold the silver piece in position. With your other hand, put a continuous bead of craft glue underneath the edge of the silver piece where it meets the black felt. Press the two pieces of felt together and let the glue dry for 1/2 hour.

Step 5
Measure in 1 1/2 inch from each side of the silver felt. Glue the long strips of black felt (16 by 1/2 inch) in place. Apply craft glue to the last 1 1/2 inch of the narrow strips and press them down on top of the black felt so the tails of the new pieces of felt extend (both in the same direction) away from the wider piece of felt. Let the glue dry for 1/2 hour.

Step 6
Using a permanent fabric marker, put three small circles on the side ends of the silver felt; one in the bottom corner, one in the top corner and one in the middle. These will be the "rivets" of Neji's headband. Locate the center of the silver piece and carefully draw the spiral design from Neji's headband.

Step 7
Cut two 5-inch pieces of narrow elastic. Pin one end of the elastic to the top side corner of the wide black felt piece. Pin the other end of the elastic to the top side corner of the opposite side of the felt. Repeat this with the other piece of elastic, only attach the second piece to the bottom side corners.
