  1. Applying for a New York State Learner's Permit

      Pick up a copy of or order the NYS Driver's Manual from your local Department of Motor Vehicles office or by calling the DMV Call Center to extensively study NYS driving laws and regulations.

      Go to your local DMV or go online to download a MV-44 or MV-285 (for applicants aged 17 w/Driver Education Student Certificate of Completion).

      Fill out all required fields on the application that apply to New Drivers or Learner's Permit Applicants.

      Go to DMV office with appropriate application fee and processing fees, and the completed and signed application.

      Be prepared. For a New NYS Driver's Permit, the designated fees could add up to no more than $85. This includes a $10 application, and documenting and processing fees that are usually age appropriate.

      Show required identification to prove your date of birth and residence. Also, be sure to have supplemental identification that totals the required six points of identification.

      Schedule to take the written exam and pass it.
