Step 1
Let's first talk about the two most important features:size and resolution.
You don't want anything less than 7" in diagonal and less than 800x480 in resolution. Otherwise your pictures will show up too small and/or too pixelated. Since your digital camera usually takes high resolution shots, you want to preserve as much of that quality as possible. -
Step 2
Other features you might want to look at are the types of memory cards that the picture frame can accept. For instance, if you have an Olympus camera with xD cards and you want to simply swap the memory card from the digital camera to the picture frame, make sure that the latter can handle xD cards.
Some frames have internal memory and USB transfer, but those features are really not needed as long as you have a way to put your pictures on a memory card, like an USB card reader or as mentioned before, swapping cards between your camera and your frame directly. -
Step 3
A nice feature found on high-end models is WiFi connectivity. This way, your digital picture frame can synchronize automatically and display pictures from your computer,email account, or your web photo accounts, such as Flickr. If you can afford it, definitely get a WiFi digital picture frame.

Step 4
Now let's talk price. You should always look for deals on sites such as dealnews.com or newegg.com or amazon.com. Don't be tempted by the low priced offers that have small screen size (5'') or low resolution (generally 480x224 pixels).
If you're not interested in WiFi connectivity, mentioned in the previous step,stalk the discount sites until a frame with the specs I mentioned in Step 1 drops below $50 and then 'snap' it.
