If you would like to report a person who doesn't pay payroll taxes, one way to do that is to visit the IRS website and complete form 3949-A. After completing the form you will need to print it and mail it to the Internal Revenue Service, Fresno California, 92888. But if you do not want to print the form, it is possible to report this type of tax fraud without visiting the website.

Gather pertinent information about the person who is not paying his payroll taxes. This includes the person's name and his taxpayer identification number or social security number.

Write the Internal Revenue Service a letter. In the letter include a description of the violation, how you became aware of the violation, how long it has been going on and approximately how much is the dollar amount of the unreported payroll tax.

Include in the letter the name of the person or persons you are reporting, his address and his tax identification number. The Internal Revenue Service would like you to include your own name, address and contact number, although it is not required.
