Step 1
If you are still in highschool take all the art classes you can, painting, sculpture, ceramics, and drawing, drawing is a most, you also might want to have some computer and creative writing skills.

Even though storyboard artist might only need an associates degree, any art field is highly competitive so I advice having a bachelor degree in either art, or illustration.
Some art colleges might also have a degree called sequential art. -
Step 3
Since you'll be majoring in art at the end of college you are gonna have a pretty big portfolio which will include anything from paintings to drawings, etc. However you might want to start your own independent storyboard portfolio, which you will have to accomplish outside of school.
Friend someone in the animation and film department, ask if you can draw the storyboards for their projects. You are always gonna need a copy of the final product, meaning if you do the storyboard for a small film, you are going to need the storyboard and the actual film so employers look a the whole process.
Storyboards are not only limited to animation and film, but also comic books, theater, etc. so try to at least touch on those areas. -
Step 4
Once graduated form college it's time to get realistic, being an art major, you are going to start with a pretty crappy job, and hopefully go up from there, network, sell yourself, friend industry people.

With your portfolio ready, a college degree and a bunch of references apply to your dream job.
