Open Photoshop. Go to "File", and click "New Document." In the dialog box that pops up, name the document "Scrapbook Page 1", and make the size whatever you need for your project. In this example, we will be making a scrapbook to be placed on a series of web pages, so the resolution will be set to 72, and the size will be 600x 400, which will fit on virtually any screen.

4
Use the "Fill" tool to fill the background layer with any color or pattern you like. Open each of the images you want to use, and in turn go to "Select All", "Copy", and "Paste" them into "Scrapbook Page 1." Each image you paste in will be on its own layer.

5
Go to "Edit", "Transform", and select "Scale." Adjust the size of each image to fit into your overall scheme for the page. Us the "Move" tool to position items in relation to each other. And you are done. Now just create more pages in the same way, and export them out as JPEGs.
