    • 1

Turn a sheet of construction paper sideways so that the length will be the base of the hat and the height will be the height of the hat.

    • 2

Draw a triangle on the paper and leave one inch along the base of the paper. The top point of the triangle should touch the top of the paper.

    • 3

Draw a slightly curved line from one end of the base to the other. The ends of the curved line begin and end at the base of the triangle.

    • 4

Cut out the triangle along the curved bottom line and the two straight sides.

    • 5

Allow the children to decorate each hat with the decoration materials. Glitter, stickers, and cut-out numbers and letters work very well.

    • 6

Place a line of glue down one of the straight sides and roll the child's birthday party hat into a cylinder. Hold hat together with clothespins until glue is dry. Engage kids in another activity while glue is drying.

    • 7

Use the paper hole-punching tool to punch one hole on either side of the hat.

    • 8

Tie a length of yarn to each hole that hold the hat to the child's head to finish the project.
