Step 1
Laws vary from state-to-state. There are a few that do not permit the baking and selling of dog treats out of personal kitchens. Be sure to check whether your state allows it or not.

Remember you are going to be baking thousands of treats. If you enjoy baking, start gathering dog treat recipes from books. If you don't, look into purchasing private label treats wholesale. With a private label product you can put your own name on the product.

For packaging, you could use a brown paper bag with a label printed from a computer. If you want something more sophisticated there are a number of websites available that sell fancier packaging.

Visit pet stores, doggy daycares, kennels and veterinarians around you area to see if they are interested in selling. If they are not, ask if you can leave a sample with menus.

Book a table at a local pet event to chat up dog owners and get your name out there.
