Step 1
Blanka!Carefully consider who you're going to "main" -- that is, who you are going to pick as your primary fighter. Because each fight counts, you want to focus your expertise on one fighter.
On Xbox Live, Ken and Ryu are the most popular fighters, followed by the other "shotos," or Shotokan characters (characters who have fireballs and dragon punches). This is especially true of the newbs, and this trend decreases at the higher levels, but it still remains.
Thus, everyone on Xbox Live has the most experience playing AGAINST these characters as well. If you pick a more obscure character (esp. one of the new characters), your opponent will be less familiar with your moves and strategies to beat you.
SF is known to have tiers, where they rank the characters. Sagat is generally considered the highest tiered character, those tiers are still up in the air as the game is still new. Moreover, tiers are mostly applicable at the highest level -- skill is much more important. That said, some of the characters have a significantly inferior move set. Vega and Dan, for example, are considered to be lower tiered characters. -
Step 2
Guile...Complete as many of the challenges as you can. However, you don't need to beat them all -- the challenges focus on advanced combos, which you don't need to win. You should, however, be familiar with ALL of your players moves, along with some basic combos. You should know if you can combo into an Ultra (for example, Guile generally can't combo into an Ultra, although he can do his Ultra after landing a Focus Attack).

Step 3
Master GoukenPlay as much as you can using your main character, both against friends and UNRANKED online matches. Wait until you have a good handle on your character. Learn how to quickly pull off their Ultra, and experiment with whether it's better to use a lot of EX moves, or save your EX meter for a Super attack.

Step 4
Chun Li =)As you begin playing ranked, you will be matched up with players of similar skill. You will be playing many Kens and Ryus -- they both love to dragon punch, so find a good way to punish it when you block it. Many players also spam fireballs, so learn how to competently deal with that. Learn to absorb attacks with your Focus Attack, and learn an effective to Focus Attack dash cancel move if your character has one.

Step 5
Rose*Be a gracious fighter -- never rage quit! Rage quitting involves pulling a plug or hitting the power button just before you're going to lose. If someone rage quits, be sure to submit a player review. Feel free to use your taunt during a match -- it's intimidating and makes you appear cocky.
