How to Install New Padding Under Existing Carpet
If your old padding has worn down and is no longer providing the proper cushioning but your carpet is still like new, you may be considering on just changing the carpet pad. This is a very involved process so prepare your the time needed ahead of time. Does this Spark an idea?

Prepare the area by removing all furniture.

Roll back the carpeting starting at a corner. If your carpet is stapled down, you will need to pull up to release the carpet from the subflooring.

Remove the carpet from the area once it is rolled up.

Start rolling up the old padding and pulling on any staples that were used on the padding.

Look around the floor and remove any staples left in the subflooring with a hammer or needle-nose pliers.

Lay the new padding down and staple around the baseboard every foot. Trim it with your utility knife around the edges.

Lay the carpet back in the proper position. Staple near the baseboard on one end; staple every twelve inches.

Using your knee kicker, kick on the device with your knee on the opposite end that you just stapled. This will make the carpet tight so that it will not wear out as easily. Once it is kicked tight, immediately staple the carpet down. Continue across the carpet kicking and stapling every 12 inches.
If the carpet is installed using tack bars to hold it in place, stapling may not be necessary. Just kick to tighten and the tack bar will hold the carpet in place.
