Step 1
First, you will want to find a peaceful location as training your brain is no simple task when confronted with conflicting learned ideals. This meaning, when you shut your eyes, you expect to see nothing more than the inside of your eyelids. In a similar sense, when you have spent your life learning a language with a particular dialect, learning a new language is almost as difficult as learning to naturally shift the spoken dialect as your brain gets used to treating pronunciations in that manner. This is typical of any learned behavior, and while often commonly taken for granted, vision is certainly no exception.
To reprogram this function takes a great deal of concentration at first. This is why location is so important. You will want to find an isolated, quiet, calm, and generally non-stimulating location.
While darkness is not necessary, it is very helpful in this technique as it presents less stimulation and therefore less conflict.
Another necessity to location is comfort. Do choose an area that you may be comfortable for an extended period of time; ideally a bed.
One last consideration, sound. Sound can be both beneficial or disruptive to meditation and hypnosis, and as this practice borders both and can vaguely fall into either category, sound control is equally important in the beginning efforts as a means of focus. I suggest white noise rather than music or silence when starting out. If you own a sound machine, you may wish to go with that, otherwise a fan, aquarium, vent or anything of that nature should work fine. As long as it is consistent and not distracting. -
Step 2
Next step, finding time. Try to find a couple hours where you will not be disturbed by anyone. You may find it easier to simply go to bed a couple hours earlier than usual one night. Whatever the case, the important thing to understand is that in the learning stages, the level of sensory deprivation will most likely greatly affect the outcome. An hours worth of progress can come to a complete halt should someone knock on your door or speak to you. As you progress, this will become less of an issue, but in the beginning it is very difficult to overcome.

Step 3
Next, lay down and get comfortable. You will want to lay in a position that promotes both comfort and good circulation. This means not crossing your arms or legs, preferably on your back with your arms at your sides.

Step 4
While laying down, look at your surroundings and observe them well. Take as much of your environment in as you can within a minute or two. Pay attention to the details and your distance relation to them.
As a preparation exercise, try a few practice glances. Glance at the area for a second, then shut your eyes and try to remember it for a moment -then repeat. -
Step 5
Next, when you are ready, shut your eyes and clear your mind. If you have never performed meditation or self hypnosis before then you may have some difficulty in doing so. One method to silencing your inner dialogue and thoughts is to simply focus on the sound of room (such as the noise produced by a running fan.) Alternatively, you may wish to use a mantra. This can be a simple word repeated mentally, such as, 'nothing' or 'silence'. Perform the mantra until you have successfully quieted yourself.

Step 6
Once you have quieted your mind, begin to focus on your environment. Do not think about your environment, rather visualize -keep your thoughts and mental chatter associated with your environment silenced. If you are facing your ceiling, visualize as though you are staring at the ceiling just as you would be if your eyes were open.

Step 7
Keep the single image of your environment in your mind and continue to think nothing -forget that you have your eyes shut. Don't think about yourself at all, in this state you should simply be an anonymous observer. To maintain this state, avoid moving your body as it will serve as a reminder of your present physicality. Simply remain still, and visualize the view of your environment. If you know how to perform self hypnosis this would be the ideal time to put your body in a trance.

Step 8
Next, is expansion. Due to the location and shape of your eyes, they present a limited scope of vision. To expand on the vision you are developing, shift vision to include areas of your environment that would be considered the relative equivalent of your peripheral vision. For example, if you are looking at your ceiling, you will see the upper portion of the walls surrounding. Bring that area into focus and let the center of your vision shape naturally. Most importantly, do not try to view with your eyes, view with your mind as though you are imagining that which is directly infront of you.

Step 9
Now, when you are actually beginning to literally view your surroundings (getting this far can be very difficult without performing self hypnosis and may take you several sessions), it will likely begin to get tricky because when you finally distinctly view your environment, your brain may have a reaction similar to awakening -where your mind conflicts with your subconscious and concludes that what you are seeing is impossible, incorrect, or false. This conscious back lash can wipe the vision away in an instant. It is important to steadily control your thoughts, keep your mind quiet, and simply let go. Your brain constantly justifies and interprets reality with a series of variables relative to the experience whether it is awakening consciousness or otherwise; in this scenario, the presence of your eyelids is most certainly a variable and thus should be forgotten for the moment. If you lose your mental vision, don't get frustrated, simply keep your mind and body quiet and you should be able to continue where you left off after a few moments.

Step 10
Now, it gets a bit more challenging: it's time to integrate reality with your mental projection to prove what you are viewing is in fact reality. To perform this step, you will most likely have to do the previous steps many, many times before being able to do this (And again, I cannot stress this enough: astral projection and/or remote viewing based self-hypnosis is a powerful tool and while this can be done without it, it is often far more difficult without training your brain in that manner). Don't get discouraged, the more you do it; the easier it becomes.
This final step is proving to yourself that what you are seeing is real and not imagination.
There many ways to do this, you could for instance wave your hand in front of your face -however, as you have to maintain a state of separation from your physical body, controlling it at the same time can be very difficult and almost requires out of body training via self hypnosis.
Starting out though, I would suggest a different method of real time viewing which is far easier.
Take four pieces of paper. Draw a large distinct shape on each piece of paper. Flip the pieces of paper so that you cannot see them and shuffle them. Pull one piece out randomly, and put that shape in the area you will be later viewing. Don't let yourself see the shape when doing so, have a friend put the picture up for you when you are laying with your eyes shut if you prefer. Go through the process once more and see if you can identify the shape correctly.
When you do, you'll know that you have seen with your eyes shut!
