1
Make a rectangular frame for the base of your steps with some 2-by-4 beams. Make this as wide and long as you want your steps to actually be. Be sure that it is level on top; otherwise, your steps will not be level.
-
2
Mix your cement for the concrete base according to the directions on the package. Once you have it mixed, pour it into your wood frame. Level it out with a trowel. Let it dry for 24 hours.

3
Measure from the top of your porch to the concrete base. This will give you the height of your steps. Calculate the rise of each step using the dimensions of the bricks that you will be using.
-
4
Take mortar and evenly spread it on the concrete base at a thickness less than an inch. Place bricks on the mortar evenly spaced about a half inch apart.
-
5
Use a trowel to fill in the spaces with mortar before moving up to the next level. Once you do this, evenly spread mortar across the top of the bricks to build your next level and continue until complete.
