Consider not only the information you will provide on your website, but also what type of overall aesthetic look you want to create for your pages. Additionally, you should think about how large a website you will need for your site's specific purpose. This, of course, will depend a great deal on what type of website you intend to have. For example, a website that offers medical information to the public on various conditions and treatments might need many subpages that cover individual topics, as well as a forum for visitors to post questions and comments to your site.

Determine who will be creating your site and maintaining it. If you have the skills, you can create your page using Dreamweaver or a similar web page editing program. You could also hire a website designer to create a website. If you choose to create your own website, you can develop graphics for the site in a program like Adobe Photoshop. You can create a background, buttons and icons as well as other graphics. Individual buttons and icons can then be saved out as .GIF files, which load more quickly than any other format. Play around with page layout, color and font options and other design elements available in the software as you design your look. When you are done, you can import all the files into your web page editor, and arrange them on your pages the way you want them to appear.

Go to an online host provider, such as Tripod. You can often get a free hosted site with a host provider, but you then may have to accept limited bandwidth and the appearance of banners or other advertisements on your page. If you want to avoid these problems, sign up for a paid site, which you can get for as little as $4.95 a month. If you are using Frontpage as your web page editor, make sure you use a host that can use Frontpage Extensions, like Tripod. But also make sure your account with the host has Frontpage Extensions enabled, or it still won't work.

Log in to your account. Get the publishing address for your site (it will be different than the address of the actual site). Now open the site you created in your web page editor, and publish it to the address.
