Purchase the Caller ID with Ring Regulator (see direct link to this product in "Resources" at the bottom of this page).

Connect the device to your phone.

Program the numbers that you want blocked into the caller ID box. You have to classify them as either A-list (always get through), B-list (only get through at certain times), and R-list (always get rejected). You can also just save your caller ID memory.

With this device you will not only stop annoying bill collectors or telemarketers from getting through, you can also prevent anyone (or a select list of people) from calling your house after or before a certain hour. So if you don't want to hear from your party-loving cousin after 10pm at night you can block his or her number using this device and send him or directly to voicemail! Problem solved.

Tips & Warnings
You can also purchase the Zenith EZ Hang Up device from Amazon (see direct link to this product in "Resources" below). You will also need a caller ID box if you don't have one already to identify phone numbers as they come in. Connect your Zenith EZ Hang Up to your caller ID Box and then to your phone as you would normally.
When a bill collector or telemarketer calls and you answer the phone, immediately press the button and then feel free to hang up. They will hear a message stating that you do not accept calls of this nature. If the same person calls again from that number you will not hear the phone ring. They will always hear that message. If you get a number that comes up "unavailable" on your caller ID you can just press the button automatically without having to pick up the phone.
