Things You'll Need:
- Two colors of poster board Curling ribbon ½-inch fabric ribbon Hot glue Glue gun Scissors Ruler

Step 1
Cut a strip of poster board 5 inches wide and long enough to fit around the wearer's head. Figure about 18 inches for a child. Add 1 inch for overlap. Glue to create a tube. This is the main cake section.

Step 2
Cut out circles and make tabs.Using the cake tube as a pattern, draw a circle from the same color poster board to fit the top of the cake. Draw a dotted line ½ inch larger than the solid line. Cut along dotted line. Clip in from dotted line to solid line in ½-inch increments. Bend up to form tabs.

Step 3
In a contrasting color poster board, which will serve as the cake plate, draw a solid line in the same size as the cake tube in Step 2. Draw a dotted line ½-inch smaller than the solid line and a second dotted line 1 inch larger than the solid line. Cut along both dotted lines. Clip from inside dotted line to solid line to make tabs.

Step 4
Put tabs for top and bottom inside cake and glue in place.

Step 5
Cut two lengths of curling ribbon, each twice as long as the circumference of the cake. Run scissors along the ribbon to curl tightly. Repeat if necessary to create tight curls. Wrap loosely around top and bottom of cake, attaching with dots of glue every 2 inches.

Step 6
Make a small puddle of hot glue on top of the cake where you want a candle placed. Put candle into hot glue and hold in place until it hardens.

Step 7
Cut two 16-inch lengths of fabric ribbon, which will tie under the wearer's chin to hold the cake in place, and glue to inside of hat.
