      Spray WD-40 all over the bolt and nut. Let it sit for twenty minutes and then try to loosen it.

      Use your vise grips on the bolt next if you cannot loosen it with a manual wrench.

      Try hammering the vise grips to loose the bolt.

      Use a cheater bar on the vise grips. This is nothing more then a metal pipe that will fit over the handle of the vise grips. This will give you more leverage to loosen the bolt.

      Use the Dremel with a metal cutting disc if all else fails to cut the bolt off.
