Step 1
Contact your local police department, they have great information on starting a new program in your area, and can even facilitate meetings. They can be a great ally when tryingto get going.

Decide how large your watch will be and plan to invite everyone in the target area, Set up a meeting area and a date, give enough time for the word to get around, set out flyers and invites

During your first meeting elect a chairman to oversee the meeting, decide who will organize meetings and who will volunteer to pass along information. Create a contact list of participants.
Discuss previous troubles in the area and who to contact in emergencies. -
Step 4
Hold regualr meetings with the local families and law enforcement to educate members on crime patterns and prevention, and reporting. keeping everyone involved will keep your watch going strong. Encourage members to bring new ideas and recent issues to each meeting.
