How to Get Paint to Adhere to Plaster Walls
You have to treat plaster walls a bit differently than drywall or wood. They need to be primed before painting to make sure the paint adheres well. Purchase a primer such as oil-based Kilz (see Resources), which blocks stains and primes, in a color that corresponds to the paint color you want to apply.

Remove any nails, screws or other hardware from the walls.

Fill in any holes with spackle; let dry, then sand down until smooth.

Use a power sander or sand by hand to gently smooth the entire surface of the plaster walls. A slightly rough surface helps paint to adhere better.

Brush off the entire surface of the walls to remove any dust or grit left from sanding. You can use a dry paintbrush for this.

Use a roller, paintbrushes or a paint sprayer to apply an even coat of the primer to the walls.

Let the primer dry thoroughly.
