3. Check out Intelius reverse phone number look-up. You can get access to the city and state the cell phone number is registered in for free. If you want the full information including name and address, you will need to pay $4.95 for this report.

4. Check out Phone Searches. The site is a good resource for more complicated searches; for example, if you call back a cell phone number and it's disconnected (but you want to know whom the phone is registered to). However, this service is more expensive, costing $100 or more for reports.

Tips & Warnings
