First measure the upholstery foam to see if it will fit the cushion or pillow it will be placed in. It is necessary to cut the foam pad a little large for a stiffer pillow or cushion. For example if the cushion is a 12 inch circle, cut the upholstery foam to a 13 to 14 inch circle. Also high density foam like memory foam doesn't need to be that much larger.

Mark the upholstery foam where it needs to be cut using the marker. Make a pattern out of paper to mark around or use a yard stick for straight lines. If the foam pad is for homemade cushions or pillows, then use the same pattern they were made from for marking the upholstery foam. Polyurethane foam for cushions is easy to mark.

Use an electric knife to cut through the foam pad or use a razor knife. An electric knife may leave rough edges especially on the first trys at cutting upholstery foam. Simply let the foam pad overhang the edge of a table and draw the electic knife through it. If using a razor knife, place a straight piece of wood or the yardstick to press down on, on the upholstery foam. Use it as a guide while pulling the razor knife through the cushion foam. It may take more than one try to cut through a thick foam pad with the razor knife. Be sure that the foam is on a hard surface like a scrap piece of wood, if using a razor knife. If the foam is thin use scissors to cut it. These household tools will be a good addition to upholstery supplies.
