      Download Adobe Photoshop in either the trial or purchased version.

      Photoshop with images loaded from which to create the website.

      Load the image that will be the primary basis for creating the web page from Adobe Photoshop.

      Select the "Save for Web and Devices" menu option in the "File" menu.

      Select the "Save" menu option.

      Select "Save As" and change the file type to HTML only or HTML and images.

      Final web page created in Photoshop.

      View the HTML web page in your browser.
