Wait until about 30 minutes after sunrise or 30 minutes before sunset to take the most beautiful outdoor photograph.

Set the aperture to a fairly low setting of about f2.8 and keep the ISO setting below 200 for the sharpest outdoor photograph.

Turn on the flash. Although you are outside it is important to use a flash when a person is the subject of the photograph. This will give them a nice glow.
